CPL-1 is a self-described “anonymous, semi-autonomous GrayHat Cyber Security collective”. In practice, they tend towards Black Hat operations. They are represented by a social media figurehead which identifies itself as ‘Neg1’, depicted as a person wearing a Max Headroom mask. Their focus is, typically, protection of end user privacy.

 

 

Funds are attained primarily through a wide variety of legitimate online businesses. They run several discount pharmaceutical marketplaces, selling both prescription and OTC drugs. Another source of funding is their IT security firm, Syn City Networks.

 

 

Membership consists of mostly middle-class North Americans, ranging from late teens to mid-20s. The group utilizes the Neg1 figurehead as a way of offering direct calls to action to more disconnected members of the group, of which there are many. There are casual participants to the group, ‘weekend warriors’ who devote a minimal amount of time and energy to their participation. There are also more heavily involved individuals, but the direction of the group is always dictated by this Neg1 figurehead personality. Whether he or she receives input from ‘higher ranking’ members is unknown, but no official ranking structure has been observed aside from typical social stratification

 

 

CPL-1 utilizes anonymity as security. Members are widespread, and tools distributed to their membership makes them difficult to track. Clouds hosted across multiple servers, some compromised by CPL-1 or otherwise hijacked, store the majority of their data.
